SUSAN A. WHEELER

President/Ceo

Susan Wheeler founded The Star Group in 1998. She brings over twenty years of experience as a nurse case manager, and is trained in disability review, vocational counseling and employment-related services.

Ms. Wheeler is a member and former President of the Board of Directors of the Mental Health Association of New York State in Albany, and was appointed by Governor Andrew Cuomo as a member of the Behavioral Health Services Advisory Council of NYS. Ms. Wheeler is also a member of the boards of Broome County’s Mental Health and Community Services subcommittees. She was recently appointed to the Broome Opioid Abuse Council. Her community services record exemplifies her commitment to helping individuals with disabilities and behavioral health issues.

Ms. Wheeler is a graduate of the Tompkins Cortland Community College nursing program. She has obtained certifications from the Cornell University School of Industrial and Labor Relations and the Buffalo University Center for Rehabilitation Synergy. She is a certified ADA Trainer by the DBTAC Northeast ADA Center through Cornell University. She has also studied at Binghamton University and Broome Community College.

JAMES P. MILLER

Vice President/CFO-Treasurer

Mr. Miller joined The Star Group, Inc. as a partner in 2004 after 12 years with the Broome County (NY) Department of Social Services. Prior to that, he served as a U.S. Air Force Medical Service Corps (MSC) Officer, achieving the rank of Captain. His exceptional leadership abilities, along with financial and business management expertise, have helped the company expand every year since his addition.

Mr. Miller holds a B.S. in Marketing from King’s College (PA) and an MBA/MS Accounting from Binghamton University. He has served on the United Way Allocations Panel and the Homeless Coalition. As a Veteran, he is a member of the American Legion. A former standout junior and collegiate tennis player, he is certified by the U.S. Professional Tennis Association (USPTA).

MICHAEL HAGGERTY

COO/Secretary

Michael Haggerty became a partner in The Star Group in July 2010. He initially joined as General Manager in March of 2007 upon his retirement after 34 years with the Broome County Department of Social Services. He brings a vast knowledge base to The Star Group in terms of his experiences with Department of Social Services policy and procedure, employment and human services programs, collaboration with community agencies and knowledge of client culture.

Mr. Haggerty is a graduate of Binghamton University and has served on a number of community boards of directors and advisory groups throughout his career. Such groups include Literacy Volunteers, the Broome-Tioga Board of Cooperative Educational Services, Binghamton City Schools, Broome Community College, and Fairview Recovery Services.
